How can the circuit be modified to change the fade-up, fade-down, and off time? Can the period be adjusted to be very long (10-20 minutes) by making the 100k resistor very large?

You can't made the times very long or very short that easily. RC based timing circuits work well only withing certain, limited range although it might be possible to extend these with some more advanced electronics. Rise and fall times of the led light are connected together and can't be altered separately. It all has to do with the charging and discharging of the capacitor.
