Yes, you can glue plexi. Not every glue work though. Just make sure that it is ment to glue acryls and plastic in general.

Ferm is a manufacturer that makes a tool similar to Dremel's. People tend to use term Dremel to every rotary tool there is. I just want to try to point out that I don't have a dremel but Ferm's rotary tool. :)

I used this tool to carve the center hole. I didn't drill it.

That tool should be bundled with Dremel and Ferm toolkits when you buy them. If you are buying only that tool, just go and look for Dremel accessories and you should find it.

Here is a guide on some of the rotary tools here in the states. Don't know if any of these will ship internationally, but they do have some good info on the tools, and bits and stuff. http://www.jesder.com/links/guidelinks.html

there are several ways, but one of them is to get a drill hole attachment thingy and that will give you a perfect circle.

cut out a square of acrylic, drill a hole through the middle. then hook it up to anything that spins very fast. then get one of those big files, kinda like what ya see in those cartoons of ppl escaping from jail. have the machine spin with the square of acrylic on it. then when its going around, just hold the file up to it. it will soon enough form a circle.
