Yo Japala. Can I use Vinal Dye?

Also Can I skip the Priming process and go straight to using Gloss Black Rustoleum?

Don't think that you should use vinyl dye. The cards are usually coated with special coating and vinyl dye could react with it and ruin the card....

It's been a looooooooong time, but the vinal dye works fine on the cards

Yes you can, there is a very slim chance that something will go wrong, but it does not have to do with the paint, but the painter him (or her) self, just make sure that you don't get any paint on the contacts to the mobo and in any sockets and you will be fine
